12.37.3.1 Normal Outputs
For a RESTORE ELEMENTS AND REBUILD command, the device shall return command completion without error
if:
a) the device has no depopulated storage elements; or
b) at least one depopulated storage element has the RESTORATION ALLOWED bit set to one (see Section
12.10.6.7.3)
